its illegal to jump a red light
is it illegal to have a green light and not move ahead assuming that you are not causing any head of the line blocking?

Yes it is illegal. Deliberately causing any kind of obstruction to traffic is illegal

yes -- in the case of a red light there is an extraneous legislation that deems it illegal
